Or, Craig, you can buy the cigarettes in Missouri for $4.50 a pack and then go to KCK (or Riverside, Gladstone, Parkville, Raytown, Liberty, Blue Springs, Belton, etc, etc, etc) to smoke them.
If a Health Department dude asks for your ID, refuse and request that he call a cop.
